What it reports
Nothing the test file loads, at import time or at run time (its imports, require and requireActual calls, and everything they load in turn), ever reaches the module a vi.mock or jest.mock replaces. The mock is dead configuration a refactor left behind.

Delete the mock.
Make it gate
It reports at info until you raise it. Rules in the Unused tests family accept warn at most.
